FSB cautions advanced AI raises global cyber threat

Bailey warns G20 finance leaders AI may accelerate, expand bank cyberattacks

The Financial Stability Board (FSB) says the rapid advancement of artificial intelligence now represents the single most pressing AI-linked danger facing the global financial system, pointing specifically to cyber risk.

The warning came from FSB Chairman and Bank of England Governor, Andrew Bailey, in a letter addressed to G20 finance ministers and central bank governors ahead of their meetings scheduled for August 31 and September 1.

Bailey explained that as frontier AI models grow more powerful, autonomous and skilled at tackling complex problems, the same capabilities could be exploited by malicious actors.

He noted that this trend may enable attackers to identify system weaknesses more quickly, carry out cyberattacks with greater speed and reach, lower the barrier and cost of executing sophisticated intrusions, and strike several financial institutions at the same time.

The FSB stressed that the danger is compounded by how tightly linked banks and financial institutions are to one another. A significant cyber breach targeting shared systems or infrastructure, it warned, would not be contained to a single institution but could quickly ripple across the broader financial network.

Beyond cyber threats, Bailey also cautioned that markets remain exposed to the risk of a sharp, disorderly correction. He identified stretched valuations, growing leverage and heavy concentration in AI-linked investments as conditions that could magnify the impact of any future shock.

The letter is expected to shape key discussions when G20 finance ministers and central bank governors meet later this week.
